The following minutes are listed as they were acted upon by the Imperial County Transportation Commission Management Committee and as listed on the agenda for the meeting held Wednesday, January 8, 2025 together with staff reports and related documents attached thereto and incorporated therein by reference.

Chair Dennis Morita called the meeting to order at 10:30 a.m., roll call was taken, and a quorum was present.

C Proposed increase to Compensatory Stipend to Commissioners
1. Authorized the Chairman to sign an amended Resolution of the Imperial County Transportation Commission increasing the Compensatory Stipend for Commissioners to $100 per meeting.

V. REPORTS
A. ICTC Executive Director
Mr. Aguirre had the following updates:
o The Imperial Valley Resource Management Agency received a Household Hazardous Waste (HHW) program award. The HHW program provides Imperial Valley residents with the opportunity to dispose of HHW properly and free of charge. The IVRMA was notified in December that it was awarded the HHW grant for FY 2025/2026 and FY 2026/2027 in the amount of $100,000. This is the first time that IVRMA has secured this grant. The award will allow IVRMA to continue to provide HHW services to its residents.
o The Calexico Intermodal Transit Center project will begin construction in late January / early February 2025. The contract award is on the January agenda.
o The IMBA Strategic Planning and regular meetings are scheduled for January 9, 2025, in the City of Mexicali at the CDEM Offices. A Zoom option will only be included for the IMBA meeting beginning at 9:30 a.m. For more information, please contact Marlene Flores at the ICTC offices at 760-592-4494.
o ICTC is currently pursuing the implementation of an electronic fare payment system for its fixed route transit services. The system would allow all of its fixed-route buses to take card payments in addition to its existing cash payment system. ICTC is working on securing the grant funds to implement this project.
o The Calexico Intermodal Transit Center project will begin construction in late January / early February 2025.
o An action item for the Active Transportation Program, Cycle 7 will be on the agenda in February.
o More information to come on the 2024 Local Partnership Program, Cycle 5.
o Staff are working on the development of the Scope of Work for the Imperial County EV Charging Infrastructure Feasibility Study to proceed to the issuance of a Request for Proposals. It is anticipated that ICTC will release the RFP in the coming weeks.
o ICTC has secured funding for design and environmental phases for a new ICTC/IVT Operations and Maintenance facility. Most recently the EPA provided NEPA clearance which is a big milestone. The next steps will be attaining an appraisal and acquiring the property.
o The Transit Comprehensive Operational Analysis (COA) is a comprehensive evaluation of ICTC’s existing transit services while also presenting evaluation findings and recommendations for further improvement of ICTC’s existing public transit system. ICTC intends to evaluate all ICTC-operated services in addition to incorporating an assessment of the feasibility of intercity passenger rail. Staff were awarded the contract in October. The next steps include extensive outreach in the coming months. The analysis is anticipated to take a year to complete.
o A new call for projects is anticipated in early 2025 for the CMAQ, CRP & STBG programs.

B. Southern California Association of Governments (SCAG)
Mr. Salgado had the following updates:
o The SCAG December meeting included a '2024 Southern California Update. More information is on the SCAG website with continued discussions during the implementation of Connect SoCal 2024 and at the SCAG GA.
o SCAG will be Toolbox Tuesday: January 14, 2025 - 1:00pm - 2:30pm
o The 2025 Regional Conference & General Assembly will be held on May 1-2, 2025, at JW Marriott Desert Springs Resort & Spa, Palm Desert, CA. Cities were urged to select their delegates and alternates. For more information, please contact SCAG Regional Affairs Officer David Salgado.

C. Caltrans Department of Transportation – District 11
Mr. Garcia had the following updates:
o John Garcia, PIO for Imperial County region, will be setting up one-on-one meetings with cities and the county with District Director Ann Fox.
o Alejandro Lopez-Rangel, D11 Local Assistance, urged agencies to renew their Unique Entity Identifier (UEI) before they expire. Agencies confirming a UEI, Friday, January 17, 2025, is the final deadline (for the March 20-22, 2025, CTC meeting). For assistance, please contact the assigned Caltrans Local Area Engineer: Frank Safie 619-985-2444 or Alejandro Lopez-Rangel 858-229-1721.
o Rebecca Villarino, D11 Small Business Team, announced that Caltrans will be having an Imperial Valley Procurement & Resource Fair on April 2, 2025, at the Imperial Valley Fairgrounds.

D. There were no committee member reports.
VI. ACTION CALENDAR
A. Rotation of the Chair and Vice-Chair positions
A motion was made by Wells seconded by Contreras to nominate Mr. Miguel Figueroa from the County of Imperial as the Chairperson. A second motion was made by Fisher and seconded by Paramo to nominate Ms. Laura Gutierrez from the City of Calipatria as the Vice-Chairperson of the ICTC Management Committee for 2025. B. Calexico Intermodal Transportation Center Project (Calexico ITC) – Construction Contract Award
1. Authorized the Executive Director to sign the Agreement for Construction Services between ICTC and Hazard Construction Engineering, LLC. for the Contract Price of $12,443,593.10 effective January 22, 2025.
2. Issuance of Notice to Proceed to Hazard Construction Engineering, LLC. upon receipt and verification of required documentation

C. Allocation of funding from the SCAG REAP 2.0 Subregional Partnership Program (SRP) to the Cities of Calexico, Imperial and Westmorland
1. Approved the recommendation to award the cities of Calexico, Imperial and Westmorland ICTC’s REAP 2.0 SRP funding allocation in accordance with Table 2 as noted above.
