The following minutes are listed as they were acted upon by the Imperial County Transportation Commission Management Committee and as listed on the agenda for the meeting held Wednesday, December 14, 2022, together with staff reports and related documents attached thereto and incorporated therein by reference.
I. CALL TO ORDER AND ROLL CALL
Chair Nick Wells called the meeting to order at 10:39 a.m., roll call was taken, and a quorum was present.
II. ACTION CALENDAR
A. Adopted resolution authorizing remote teleconference meetings in accordance with Assembly Bill 361
1. Approved the resolution of the Imperial County Transportation Commission authorizing remote meetings in accordance with the provisions of the State Assembly Bill (AB) 361.
2. Authorized the Chairperson to sign the resolution.

VI. REPORTS
A. ICTC Executive Director
- Mr. Aguirre had the following updates:
o State Route 86 Border Patrol Checkpoint is moving forward and there have been some additional design features that have been incorporated. The design is expected to be completed in early 2023. There are continuous meetings that are held with CBP.
o Calexico East Port of Entry Bridge Widening Project is about 75% done. There will be a ribbon cutting ceremony. More details will be shared closer to the completion date. Target completion date: May 2023.
B. Southern California Association of Governments (SCAG)
- Mr. Salgado had the following updates:
o The SCAG 2022 Economic Summit is still currently open. If anyone is interested in attending, please contact David Salgado.
o As part of a SCAG Sustainability Grant award the City of Calexico is working to implement the Calexico Rockwood Ave. Promenade closure.
o Ms. Cheryl Viegas-Walker is not running for re-election so that will open up a SCAG Regional Council District seat for District 1. There will be a special election held for this seat at some time in December. All elected officials are eligible to run for the Regional Council. SCAG’s Regional Council is made up of about 89 elected officials that represent the six counties of SCAG’s region.
C. Caltrans Department of Transportation – District 11
- Mr. Guerrero had the following updates:
o Clean California Local Grant Program-Cycle 2: Friday, January 20, 2023 is the deadline for the March 22-23, 2023 meeting.
o The Caltrans Division of Local Assistance in partnership with the Regional Transportation Planning Agencies Group will host another free, quarterly statewide webinar on March 8, 2023, 8:30-11:30 PST.
o In the ICTC TAC Meeting that will be held on December 15th, there will be a Caltrans Team Building Meeting. Bryan Ott will be there for any questions.
VII. INFORMATIN CALENDAR
A. ICLTA Market Update and Financing Opportunities
o A presentation was provided by Mr. Gutman and Ms. Vargas regarding the Imperial County Local Transportation Authority: Market Update and Financing Opportunities. This presentation was given upon a request from City of Calipatria Commissioner. A possible timeline was provided in anticipation of generated interest. Presentations will be given at City Council / Board of Supervisor’s meetings upon request.
VIII. ACTION CALENDAR
A. Calexico East Port of Entry Bridge Widening Project- Contract Change Order No. 1
The ICTC Management Committee met on December 14, 2022, and forwarded this item to the Commission for review and approval after public comment, if any:
1. Approved Change Order No. 1 to Hazard Construction Company for the Calexico East Port of Entry Bridge Widening Project in the amount of ($95,600.00) modifying the total contract value to $20,046,290.00.
2. Authorized the Executive Director to sign Change Order No. 1.
A motion was made by Morita seconded by Salcido to approve Action A. Roll call was taken:

The ICTC Management Committee met on December 14, 2022, and forwarded this item to the Commission for review and approval after public comment, if any:
1. Approved Change Order No. 6 to Hazard Construction Company for the Calexico East Port of Entry Bridge Widening Project in the amount of $2,961.53 modifying the total contract value to $20,049,521.53.
2. Authorized the Executive Director to sign Change Order No. 6.
