The following action minutes are listed as they were acted upon by the Imperial County Transportation Commission and as listed on the agenda for the meeting held Wednesday, December 14, 2022, together with staff reports and related documents attached thereto and incorporated therein by reference.
I. CALL TO ORDER AND ROLL CALL
Chair Nava-Froelich called the Commission meeting to order at 6:03 p.m. Roll call was taken, and a quorum was present.
II. ACTION CALENDAR
A. Adopted resolution authorizing remote teleconference meetings in accordance with Assembly Bill 361
1 Approved the resolution of the Imperial County Transportation Commission authorizing remote meetings in accordance with the provisions of the State Assembly Bill (AB) 361.
2. Authorized the Chairperson to sign the resolution.

VI. REPORTS
A. ICTC Executive Director
⁻ State Route 86 Border Patrol Checkpoint is moving forward and there have been some additional design features that have been incorporated. The design is expected to be completed in early 2023. There are continuous meetings that are held with CBP.
⁻ Calexico East Port of Entry Bridge Widening Project is about 75% done. There will be a ribbon cutting ceremony. More details will be shared closer to the completion date. Target completion date: May 2023.
⁻ All other updates are on the Executive Director report on page 29 of the agenda.
B. Southern California Association of Governments (SCAG)
⁻ The SCAG 2022 Economic Summit is still currently open. If anyone is interested in attending, please contact David Salgado.
⁻ As part of a SCAG Sustainability Grant award the City of Calexico is working to implement the Calexico Rockwood Ave. Promenade closure.
⁻ Ms. Cheryl Viegas-Walker is not running for re-election so that will open up a SCAG Regional Council District seat for District 1. There will be a special election held for this seat at some time in December. All elected officials are eligible to run for the Regional Council. SCAG’s Regional Council is made up of about 89 elected officials that represent the six counties of SCAG’s region.

C. California Department of Transportation (Caltrans)- District 11
- I-8/Imperial Avenue Interchange: Caltrans and the City of El Centro have come to an agreement on landscaping maintenance responsibilities. The project will be accepted by the contractor in February 2023.
- The SR-98 widening project has its Stage 1 has been completed. After discussions between the construction team and the local stake holders, it was decided to go to Stage 3, which is the Westbound direction from SR-111 to Rockwood. This decision was made due to it not having any businesses around it. This will minimize the impact on businesses during the holiday season. Following Stage 3, Caltrans will start with Stage 2.
- There are many maintenance and traffic operations that are ongoing throughout the Imperial Valley.
- Clean California Local Grant Program-Cycle 2: Clean California Local Grant Program-Cycle 2: Friday, January 20, 2023, is the deadline for the March 22-23, 2023 meeting.
- There will be a Call for Projects next year in January with an application deadline of April 2023.
- All other updates are on the Caltrans report on page 34 of the agenda.

VII. INFORMATION CALENDAR
A. ICLTA Market Update and Financing Opportunities:
⁻ A presentation was provided by Mr. Gutman and Ms. Vargas regarding the Imperial County Local Transportation Authority: Market Update and Financing Opportunities. This presentation was given upon a request from City of Calipatria Commissioner. A possible timeline was provided in anticipation of generated interest. Presentations will be given at City Council / Board of Supervisor’s meetings upon request.

A. Employment Agreement for the Position of Executive Director
Following ICTC Counsel review, staff forwarded this item to the Commission for their review and approval after public comment, if any:

B. Calexico East Port of Entry Bridge Widening Project – Contract Change Order No. 1
The Management met on December 14, 2022, and forwarded this item to the Commission for their review and approval after public comment, if any:
1. Approved Change Order No. 1 to Hazard Construction Company for the Calexico East Port of Entry Bridge Widening Project in the amount of ($95,600.00) modifying the total contract value to $20,046,290.00.
2. Authorized the Executive Director to sign Change Order No. 1.

The Management met on December 14, 2022, and forwarded this item to the Commission for their review and approval after public comment, if any:
1. Approved Change Order No. 6 to Hazard Construction Company for the Calexico East Port of Entry Bridge Widening Project in the amount of $2,961.53 modifying the total contract value to $20,049,521.53.
2. Authorized the Executive Director to sign Change Order No. 6.
