                        MINUTES                 January 9, 2020

1.       Mr. Hack called the meeting to order at 10:08 a.m.  A quorum was present. Introductions were made.

-ICTC staff counted as the two voting members needed to fulfill quorum for this meeting

 

2.       Minutes adopted for December 4, 2020 (Cordova, Silva), Motion Carried.

 

3.       CTSA Reports:

 

Mr. Gomez had the following updates:

-          There were about 11 ADA certifications for the month of December.

-          IVT Ride services continue to have at least 4 people on average signing up per week.

-          Staff conducted IVT Ride sign-ups at the Calexico, Villa de las Flores apartments.

-          ICTC hosted the DBE Community outreach meeting on December 19, 2020

-          Staff attended the 15th Annual Senior Appreciation event, hosted by Area Agency on Aging, where IVT Ride sign-ups were conducted.

-          Staff will be distributing IVT MedTrans brochures in the Brawley area this week. There is a planned outreach for IVT Medtrans in San Diego, where the updated quarterly brochures for IVT MedTrans will be distributed to different medical facilities.

-          In the upcoming week, staff is planning to attend Calipatria’s Community Resource Fair

 

Mr. Aguirre had the following updates:

-          The AVL project is still ongoing and expected to be implemented between March and April.

-          The signage project is still ongoing.

-          The City of Brawley has some construction ongoing at the Brawley Pioneers Hospital, just outside of Legion Rd., for the purpose of adding a bus shelter. Currently, the IVT service is not stopping at that bus stop, but there are other bus stop locations near where they can wait for the bus.

-          The Clinica de Salud bus stop is still an ongoing process.

 

  1. FY 2020-21 Master Needs List:

 

-          The FY 2020-21 Master Needs List draft was presented to SSTAC members.

·         Mr. Aguierre stated that any changes and/or addition can be made to the list.

·         Ms. Silva stated that the Clinicas de Salud bus stop should be added to the list.

Ø  Mr. Aguirre stated that necessary addition will be made to the list.

-          There were no other changes and/or addition to the FY 2020-21 Master Needs List.

5.       Unmet Transit Needs Letter (Sample):

 

-          Mr. Aguirre presented SSTAC members with the draft Unmet Transit Needs SSTAC letter.

·         SSTAC members agreed to remove item #1, on page 2, on the section of “In addition, the following issues and concerns are identified for consideration in order of priority for the Fiscal Year 2020-21”, and replace it with, “ Add a bus stop of the El Centro Clinicas de Salud.”

  1. Transit Operator Reports:

 

-          Imperial Valley Transit: Mr. H. Sanchez reported the following:

o   IVT had a Free day event on December 19, 2019. This is where the passengers do not have to pay a fare to ride the service for that particular day. The farebox is decorated with gift wrapping paper.  There was a total of; 2,000 passengers for the IVT fixed-route service, 49 passengers for the IVT Blue Line, 56 passengers for the IVT Green Line, and 106 passengers for the IVT Gold Line.

 

-          IVT Access: Ms. Pacheco reported the following:

o   IVT Access service participated in the Free day event on December 19, 2019. The service has seen more participation in the year 2019 than in 2018.  In 2018 there were a total of 45 passengers that participated, whereas in 2019 there were a total of 78 passengers that participated.

 

 

 

-          IVT Ride: Ms. Aguilar reported the following:

o   IVT Ride service participated in the Free day event on December 19, 2019. There was a total of 85 passengers who participated in the event.

o   Staff attended the Senior Appreciation Day.

 

-          IVT MedTrans: Mr. Guillen reported the following:

o   The IVT MedTrans commercial is currently playing at the theaters and on the tv screen where the concessions stands are.

o   There was no service on December 24th and December 25th.

o   On December 23rd the service did not complete the route to San Diego due to I-8 road closure, therefore the service returned to the Imperial Valley.

o   IVT MedTrans fare changed to $22.50 for the individual with the appointment and $10.50 for the personal care attendant (companion).

Ø  Mr. Aguirre added that the fare initially was raised to help the service meet the service farebox percentage. It was phased in two parts that would set to have an increase of 25% in January of 2019 and another 25% in January of 2020. The service was monitored after the first increase and it didn’t see much difference in passenger count. The service will continue to be monitored after the new increase. The service is doing better and has come close to the farebox percentage requirement.

 

7.       General Discussion

 

-          Mr. Hack announced that the Peoples First is scheduled to have a meeting next month. Mr. Hack explained that he will be attending a meeting at Strike Zone to gather more information.

-          Ms. Silva announced Access to Independence will be hosting their Open House on January 31, 2020, from 6:00 pm to 8:00 pm, at 321 Wake Ave. in El Centro. She advised SSTAC members that she will be sending out a save the date email followed by invitations.
