The following minutes are listed as they were acted upon by the Imperial County Transportation Commission Management Committee and as listed on the agenda for the meeting held Wednesday, October 10, 2018 together with staff reports and related documents attached thereto and incorporated therein by reference.
I. CALL TO ORDER AND ROLL CALL
Chair Dale called the Committee meeting to order at 10:46 a.m. Roll call was taken. Introductions were made.
II. EMERGENCY ITEMS

III. PUBLIC COMMENTS
There were none.
IV. CONSENT ITEMS
A motion was made by Medina seconded by Wells to approve the consent calendar as presented. Motion carried unanimously.
V. REPORTS
A. ICTC Executive Director
Ms. Mendoza had the following updates:
- In October 2017, ICTC staff coordinated with Caltrans to submit an application for grant funding under the State’s Freight funding available under SB-1 and the State’s share of the 2015 federal transportation bill (FAST Act) for the Calexico East Port of Entry Bridge Expansion over the All American Canal Project. The CTC approved our request for $3 million to complete the project approval and environmental process for the bridge expansion. On October 23, 2018, Caltrans and ICTC will be hosting a kick-off meeting at the ICTC Offices.
- On September 11th the northbound traffic shift took place in Calexico as part of the Traffic Circulation plan. The KOA consultant team plans to conduct traffic counts and observation in the month of October to analyze the traffic after the north and southbound traffic shifts have been in operation.
- The 2018 Local Partnership Program is comprised of formulaic program and competitive programs. In FY2017/2018 total amount available statewide is $200M and distribution is 50/50 for both formulaic and competitive programs. The formulaic program share distributions for the Local Partnership Program were presented at the CTC meeting in December 6-7, 2017. During the meeting the CTC Commission took action and approved the distribution of funds for the formulaic portion, the funding share for Imperial County in FY2017/2018 is $538,000. For FY2017/2018, no projects were submitted for the formulaic program and funds will be rolled over to FY2018/2019. Currently, ICTC staff is working with the local agencies to identify projects that will utilize FY2017/2018 and FY2018/2019 funding in the amount of $1.632 million. Local agencies will need to submit eligible projects by November 12, 2018 to ICTC staff. All eligible projects will be forwarded to CTC for a January 2019 allocation vote.
- Beginning October 1, 2018, agencies are allowed to move forward with request for authorization (RFA) for Congestion Mitigation Air Quality (CMAQ), Regional Surface Transportation Program (RSTP) and Active Transportation Program (ATP) programmed in FY 2018/2019.
Mr. Baza had the following updates:
- The Commission approved the agreement with Psomas for the Calexico Intermodal Transportation Center Architectural and Engineering Services at the October meeting. A project kick-off meeting will be held in November.

B. Southern California Association of Governments (SCAG)
Updates were provided by Mr. Salgado and can be found on Page 17 of the agenda.
C. Caltrans Department of Transportation – District 11
Updates were provided by Mr. Vargas and Mr. Bing, can be found on page 20 of the agenda.
D. Committee Member Reports
- Mr. Wells stated that the City of Holtville will be organizing a trail walk for the community along the Alamo Trail on October 20, 2018 at 9:30 a.m. The walk will end at the City Park with a Health Fair.
VI. PRESENTATION CALENDAR
A. Update on the Bottom-Up Local Input and Envisioning Process for the 2020 RTP/SCS and RHNA.
A presentation was given by Kome Ajise, Director of Planning and Kimberly Clark, Planning and Programs, SCAG. The presentation can be found on the ICTC website here.
VII. ACTION CALENDAR
A. Public Hearing: IVT MedTrans; Non-emergency Transportation to Medical Facilities in San Diego Fare Price Increase
It was requested that the Management Committee forwards this item to the Commission for review and approval after public comment, if any:
1. Conduct the public hearing on October 24, 2018 6:00PM for the purpose of attaining public comment on the proposed fare price increase for the IVT MedTrans
2. Revise the annual farebox ratio goal to 10%
3. Approve the fare price increase effective January 1, 2019 at:
a. Category A $ 22.50 (patient - roundtrip)
b. Category B $ 45.00 (public - roundtrip)
c. Personal Care Attendants $10.50 (roundtrip)
A motion was made by Wells seconded by Bayon Moore, Motion carried unanimously.
B. Resolution to support the creation of the Imperial Valley Council of Governments (IVCOG)
It was requested that the Management Committee forwards this item to the Commission for review and approval after public comment, if any:
1. To authorize the Chairman to sign the resolution
A motion was made by Piedra seconded by Wells, Motion carried unanimously.
VIII. INFORMATION CALENDAR
A. Social Services Transportation Advisory Council Meeting; October 2018 – Transit 101
Every year during the month of October, ICTC hosts a meeting, entitled Transit 101, to review the transportation services provided by ICTC. The meeting also provides a static vehicle display of ICTC owned vehicles for all meeting participants.
This year ICTC coordinated with the Imperial Valley College (IVC) to hold the meeting at IVC facilities. This allowed a vehicle static display which included various sizes and types of vehicles in the IVT branded fleet.
This event allows ICTC and the transit contractor to continue to promote, facilitate, educate, and assist agencies and individuals with determining transportation options, particularly for seniors and people with disabilities. In addition, mobility training appointments for individualized training can be made.
This item is presented for informational purposes.
VII. NEXT MEETING DATE AND PLACE
The next meeting of the Management Committee will be held on November 14, 2018 at the City of Calexico, Calexico, CA.
