The following minutes are listed as they were acted upon by the Imperial County Transportation Commission Management Committee and as listed on the agenda for the meeting held Wednesday, May 11, 2016 together with staff reports and related documents attached thereto and incorporated therein by reference.

 

I.                    CALL TO ORDER AND ROLL CALL

Chair Galvan called the Committee meeting to order at 10:37 a.m. Roll call was taken. Introductions were made.

IV.              CONSENT ITEMS

A motion was made by Bayon Moore seconded by Fenley to approve consent items 4A-4B. Motion carried unanimously.

V.                 REPORT

 

A.                 ICTC Executive Director

ICTC staff had the following announcements:

 

-          The Imperial Valley General Assembly and Economic Summit will be held on May 18-19, 2016 at the Twin Dragon Restaurant in the Imperial Center, in Heber. Assemblymember Eduardo Garcia is confirmed to be the Keynote Speaker at the General Assembly on Thursday evening.

-          The next Imperial Mexicali Binational Alliance meeting will be on May 19, 2016 at Imperial Valley College.

-          The ICTC Budget Workshop is scheduled for May 25, 2016 at 5 p.m. and will be held at the County Administration building in Conference Room C/D immediately before the Commission meeting.

-          On March 16, 2016 the California Transportation Commission (CTC) approved the ATP Cycle 3 CTC Guidelines. The call for projects was released on April 15, 2016. Project submittals are due June 15, 2016. Cycle 3 covers fiscal years 2019-20 and 2020-21. Caltrans has posted Local Assistance ATP Program Guidelines which highlight eligible and ineligible project types. There is approximately $240 million available under cycle three. The ATP program is competitive statewide. A small regional pot of funds will be available at the conclusion of the state scoring process. ICTC and the Southern California Association of Governments (SCAG) may be available to assist with and review of ATP projects or applications prior to submittal.

-          On April 15, 2016 ICTC launched Wi-Fi aboard all the 40ft Gilligs on IVT fixed, express and direct routes. 

-          The California Hero Program was launched in April 2014 in Imperial County with ICTC as the administering agency.  Attached is a copy of the program activity report through April 31, 2016.

-          ICTC had a productive meeting with the Imperial County Office of Education (ICOE) regarding the Regional SRTS Master Plan. ICOE also requested commission representatives present the plan to the regular meeting of all the county superintendents, which took place on Tuesday April 19, 2016. The city managers and county representatives were invited to the meeting as well to hear any comments from respective superintendents. Those in attendance were all very receptive to submitting projects under the ATP program Cycle 3. ICOE was encouraged to submit small non-infrastructure applications in order to possibly fill gaps under the regional funding call for projects administered by ICTC. 

-          The FY 2015-16 Congestion Mitigation Air Quality (CMAQ) and Regional Surface Transportation Program (RSTP) list of projects was presented in the Executive Report. The table describes the status of projects and their planned request for allocations (RFA).

-          ICTC has initiated discussions with management and staff with Customs and Border Protections (CBP) Border Patrol regarding the potential to add a second inspection lane at the State Route 86 (Northbound) checkpoint. Coordination efforts will follow with Border Patrol, Caltrans and the region to determine feasibility, costs and funding of required improvements within Caltrans right-of-way.

-          The IVT Ride El Centro Service Area operations contract was approved at the April 27, 2016 ICTC regular Commission meeting.  Service is scheduled to begin on July 1, 2016. Public Outreach workshops are currently scheduled for:

o   Wednesday, May 25th, 9:00 a.m. to 12:00 p.m. at the El Centro Community Center – 385 S. 1st St.

o   Friday May 27th, 9:00 a.m. to 12:00 p.m. at the El Centro Public Library – 1140 N. Imperial Ave.

B.                  Southern California Association of Governments (SCAG)

                        Mr. Salgado had the following announcements

 

-          The SCAG General Assembly was well attended with a great turnout from Imperial County.

-          Mr. Marco Anderson from SCAG will participate on a panel at the Imperial Valley Economic Summit and General Assembly regarding sustainability and Executive Management will attend the event.

-          Caltrans is requesting participation from the California Roadway Charge Program.

-          Active Transportation Program (ATP) applications are due on June 15th. SCAG has resources available. SCAG is looking for volunteers to review ATP application. This is a good opportunity for staff to obtain an inside perspective to.

-          The 27th Annual Demographic Workshop will take place on June 13, 2016 at USC. To register, go to the SCAG website.

 

C.                  Caltrans Department of Transportation – District 11

-          Ms. Khuu provided Local Assistance updates and announcements.

-          ATP Cycle 3 applications are due June 15, 2016 to headquarters.

-          Systems Safety Analysis Report Program (SSARP) Phase 2 applications due May 27, 2016.

-          HSIP Cycle 8 applications are due August 12, 2016. Caltrans will host a webinar on May 19, 2016.

-          A Caltrans report can also be found on page 23 of the agenda.

     

D.   Committee Member Reports

VI.               DISCUSSION/ACTION CALENDAR

 

A.                 LTA 2012 Bond Series

 

A discussion regarding the opportunity to invest the reserve funds for the LTA 2012 Bond Series with the firm Arbitrage Management Group was conducted. Mr. Brad Luken was on the line to answer questions. The Committee’s recommendation was to consult with Bond Counsel to develop an investment policy before going any further, with a motion from Villa and a second from Bayon Moore, Motion Carried unanimously.

 

VII.            INFORMATION/DISCUSSION

           

A.                  2015 Federal Transportation Improvement Program (FTIP) Amendment No. 15-19

                       

Ms. Mendoza stated that the Federal Highway Administration (FHWA) approved the 2015 Federal Transportation Improvement Program (FTIP) submitted by the Southern California Association of Governments (SCAG). The FTIP is the document prepared by SCAG in collaboration with ICTC that lists projects to be funded with Federal Highway Admiration (FHWA) and Federal Transit Administration (FTA) funds for the next one- to four-year period. The 2015 FTIP is the list of projects, using a combination of federal, state and local funds that will implement a four year period consistent with SCAG’s long range plan, the 2016 Regional Transportation Plan/Sustainable Communities Strategy (2016 RTP/SCS).

 

Amendments are submitted to the 2015 FTIP to update and/or include new projects.  Amendment 15-19 submitted to SCAG included 11 new projects all programmed in Federal Fiscal Year (FFY) 2016/2017.  Project details were attached to the agenda. The 2015 FTIP Amendment 15-19 was submitted to SCAG on April 26, 2016 and is anticipated to receive federal approval in July 2016.

 

B.                  Calexico East Port of Entry Expansion – FASTLane grant program and 2016 TIGER program

-          $65 Million estimated Project Cost

-          Widen bridge over the All American Canal

-          Add 3 new Commercial Inspection lanes (from 3 to 6 lanes)

-          Add 6 new northbound POV lanes (from 8 to 14 lanes)

-          Road construction

-          Pedestrian pathway improvements including shaded sidewalks and cell phone/transit lot

-          Implement ITS & air quality monitoring technologies

-          Toll collection administration & operations facility

 

C.                  Improvements on SR 98/Cesar Chavez Blvd. at Calexico West Port of Entry – 2016 TIGER program

 

Widening of SR 98/Cesar Chavez Blvd. at Calexico West Port of Entry

-          $12 Million TIGER Fund Request

-          Widening, signalization, channelization, lighting, pedestrian/bicycle & ADA improvements

-          Widening of Cesar Chavez Blvd. from 4 to 5 lanes

-          2 Northbound

-          3 Southbound

-          Widening of SR-98 from 4 to 6 lanes from VV Williams Ave. to Rockwood Ave.

                       

                        US Expansion Project at Calexico West

-          $98 Million for Phase 1 – Southbound Vehicle Bridge, Northbound Vehicle Inspection and Headhouse

-          Construction began November 2015

-          Completion March 2018

-          President’s 2017 Budget Request Includes Funding for Phase 2

-          GSA proposes $248 million to undertake the last phase of a two-phase construction project for the reconfiguration and expansion of the existing land port.
