1. Mr. Hack called the meeting to order at 10:05 a.m. A quorum was present. Introductions were made.
2. Minutes adopted for April 5, 2017 with one correction on next meeting date. (Williams/S. Gonzalez) Motion Carried.
3. CTSA Reports:
Ms. Williams had the following announcement(s):
- The TDA Performance Auditors, Derek Wong and Rick Williams, who review transit and ICTC’s performance every three years, may be contacting several SSTAC members to inquire about UTN, TDA policies, etc.
- The UTN Process has concluded and the Findings were approved at the Commission meeting on April 26, 2017. The Commission accepted the SSTAC letter.
- Senate Bill 1 (SB 1) was signed by the Governor. SB 1 increases the gas tax and will provide transportation funds to Imperial County agencies.
Mr. Aguirre had the following announcement(s):
- Staff will be submitting a FTA 5311 rural transit services grant at the end of May. The grant will be utilized as operating funds in rural areas.
- The Regional Bus Stop Inventory, Signage Replacement and Technology Assessment project was approved at the Commission meeting on April 26, 2017. The project will provide ICTC with a comprehensive bus stop inventory inclusive of an assessment of supporting infrastructure, uniform bus stop signage and recommendations for technology based upgrades pertaining to real time route and schedule service information and kiosk upgrades. The project goal is to have an inventory database and assessment for use by ICTC and its member agencies, and that can be used to acquire and prioritize funding for future infrastructure and facility/equipment improvements.
- The City of El Centro will be installing signage at the Bus Transfer Terminal on 7th and State Streets that will limit smoking at the terminal. This is after complaints by several transit passengers and review of the current ordinance. Until security is acquired for the site, supervision of the ordinance being followed will be very limited. Mr. Martinez asked if ICTC is funding the security guard. Ms. Williams responded that ICTC will help fund the security guard but the City is procuring the services and managing the contract.
Mr. Gonzalez had the following announcement(s):
- Mr. Gonzalez stated that FTA 5310 grant submittals by both ICTC and ARC-IV were accepted and recommended for approval.
- Mr. Gonzalez traveled to San Diego recently to visit Rady’s Children’s Hospital. The goal is to obtain a voucher system directly through them.
- Attended the Quechan Senior Center and there were about 30 people requesting transit information. Information regarding the Turquoise route was provided.
- The training in Tucson was valuable and informative pertaining to fixed route services.
4. Transit Operator Reports
- Imperial Valley Transit: Updates were given by Mr. Sanchez for the month of April
o Gold Line: 64 average passengers per day
o Saturdays: 1068 average passengers per Saturday
o Sundays: 395 average passengers per Sunday
o IVT Express: Morning, 6 trips at 35 average passengers per trip; Evening, 5 trips at 38 average passengers per trip
o Holtville Fast: 7 passengers
o Brawley Fast: 8 total passengers
o Thursdays to Bombay Beach/Slab City: average 3 passengers per day
- IVT Access: Updates were given by Ms. Pacheco for the month of April
o On time performance was 97%
o Wheelchairs: 620
o Passenger Count: 2,509
o Weekdays: 119 passengers per week day
o Saturdays: 16 per Saturday
o Sundays: 11 per Sunday
o IVT Access is 3 times the regular fare to the general public but cannot displace a disabled person.
- IVT Ride – Updates were given by Ms. Silva for the month of April

5. General Discussion
- Dr. Lang requested data regarding non-ADA passengers. Ms. Pacheco stated that 50% of passengers have a Personal Care Attendant (PCA). Ms. Pacheco also stated that data can be obtained for PCA’s, children, non-ADA local and non-ADA regional.
- Ms. Williams asked SSTAC if they wanted to meet in June, July and August. The SSTAC agreed to go dark for the 3 months. Ms. Williams stated that staff would follow-up with an email.
- Ms. Ramirez stated that Ms. Debbie Garcia will be taking over her attendance at SSTAC and requested that staff update the voting list.
