1. Mr. Ceasar called the meeting to order at 10:04 a.m. A quorum was present. Introductions were
made.
2. Minutes adopted for May 2, 2018 (Ceasar), Motion Carried.
3. CTSA Reports:
Mr. Gonzalez had the following announcements:
- A pamphlet for IVT Ride-West Shores was created and ready for distribution.
- Attended the OES meeting, FBI conducted a presentation. Requested if any services can be provided from ICTC and any other County Departments, in case of an emergency situation. An example that was mentioned is the dislocation of the Mayan Hotel residents. The services that will be provided by ICTC is still being coordinated and arranged.
- Outreach was conducted at the 1st annual Imperial Valley Food bank (Calfresh) event on Friday, May 18, 2018 at 4:30pm. It was located at the Pavilion Center in El Centro. A booth was set up to promote transit services. It was a great opportunity to see the needs of the county residents.
- Brochures for IVT Access will be updated.
- Day out in Brawley has a new location drop off, between 6th and 8th street in the alley. Worked with Ms. Aguilar and Mr. Sanchez from first transit to find the proper measures when picking up and dropping off riders.
- Conducted Imperial Manner sign-ups for IVT ride transit services. Service information was also given to social workers.
Mr. Aguirre had the following updates:
- IVT Ride-Heber expansion service
o UTN scheduled to meet with City of El Centro regarding the summer service requested by Area Agency on Aging. City of El Centro elected not to move on with the service request. AAA is currently looking for alternatives.
o IVT Access transit services was offered to Mr. Rebollar as a possible alternative.
- YCAT meeting was held on June 5, 2018, service will be continuing for another Fiscal Year. It was stated that Turquoise route will be expanding service by one day, new scheduled days are Monday, Wednesday, and Friday.
- A preliminary meeting with IVC has surfaced a new potential demoing project, Token app. The app will allow riders to purchase tickets instantly. The demo will be offered only to IVC riders for the time being. It is expected to be implemented by this Fall 2018.
- Caltrans conducted a small audit, visited Brawley bus stops. No issues were found.
- There is an anticipation in purchasing ADA, IVT Access passenger vans. These vans are expected to gain access to places that regular IVT Access buses can’t.
Ms. Williams had the following announcements:
- SRTP, outreach and public workshops were conducted, the consultant has gathered up all data and will be determining the needs for the next 5 years.
- The services that will be expected to be implemented in one year:
o Extension of Sunday services
o Increase in Frequency
- The services that are in the queue:
o IVT Express schedule modifications and an additional late round trip from IVC to Calexico after 5:30 PM, after IVC adjusts it “college hour” scheduling.
- ICTC is looking into redesigning IVT Ride system. Currently provides services within cities,
the preliminary plan is to change the scope of services zone to, city to city. For example, Zone 1 (Calexico-Heber-El Centro-Imperial) and Zone 2 (Brawley-Calipatria-Westmorland-Niland). In order to move forward, more buses will be needed. Tentative approval is expected on June 1, 2019. This will address the concerns that Area Agency on Aging have on transportation.
- A higher fare will be implemented when city to city services are conducted.
- STRP draft for IVT Ride expansion in services will be released by October, 2018.
- Looking to get approval and public comment by December, 2018-Janaury, 2019.
- There are not enough revenues to proceed with IVT Ride expansion now, but it is expected to see changes by July 1, 2019.
4. Transit Operator Reports
- Imperial Valley Transit: Updates were given by Mr. Sanchez:
o Goldline Transit services had a spike in passengers:
Average of 60-62 passengers ride the Goldline, but on
May 3,2018 there were 125 passengers.
- IVT Access: Updates were given by Ms. Pacheco:
o There were no problems in the month of May, service ran smoothly. Usually passenger count goes down by this month, but it remains busy.
o There will be no classes at IVC during the week of June 11-15th and numbers are expected to reduce. Summer classes will start on the week of June 18th, where numbers are expected to pick up.
- IVT Ride – Updates were given by Ms. Aguilar:
o There were 108 sign ups in the month of May.
o The budget for Area Agency on Aging was completed on May 11th, with a total of $1,918.25.
o Pick up and drop off location was established for the New DayOut location in Brawley.
o Service is running well.
- IVT MedTrans – Updates were given by Mr. Sanchez:
o Service is running well.
o A driver left, but another was hired two weeks ago. She shadowed on the two routes to San Diego. She is familiar with San Diego and doing great.
5. General Discussion
- Mr. Hack brought up concerns on the Shelter bus stop and Bowling alley bus stop. Will there be any more improvements?
o Mr. Aguirre stated that there is no information on any improvements at this time.
- Mr. Gonzalez announced that Seniors can apply for IVT Access Conditional and Temporary eligibility.
- Mr. Gonzalez asked if there is any events happening during the summer? If events come up, please contact him with the information.
- Mr. Torres announced that there are expected to be about 5,000 students attending summer session. A partnership with City of El Centro has been arranged for the swim team. IVC pool will be open to public during summer, Monday’s and Sunday’s will be closed.
- Mr. Ceasar requested STRP draft report be presented at the SSTAC meeting in October.
