1. Chair Zuno called the meeting to order at 10:04 a.m. A quorum was present. Introductions were made.
2. Minutes adopted for March 2, 2016. (Hack/Martinez) Motion Carried.
3. FY 2016-17 UTN “Findings” Letter of Response
The Unmet Transit Needs second meeting was held on March 16, 2016. At that meeting, the “Findings” were identified by the panel and will be taken to the Commission on March 23, 2016. Mr. Salgado stated that SSTAC should establish what they want their response letter to state.
A motion was made to add the following items in order of priority that SSTAC would like the letter to state:
“In response to the “Findings” for FY 2016-17 the following additional comments are provided:
o Improve cleanliness and upkeep at all El Centro City area stops, and other stops in the region as identified.
o Enhance communication of available services as a way to disseminate information to the passengers, as documented as in the intent of Finding #8 in FY 2010-11 UTN Findings: (Staff will research options to provide schedules and information for passengers for Imperial Valley Transit (IVT) bus stops. Staff is to return with options and cost estimates by December 2010, for consideration on implementation from the ICTC).
o Review of capacity constraints on Med-Express.
o Review of a proposed Transit Mobility Summit.” (Ramirez/Hack), Motion Carried.
Mr. Salgado encouraged all to attend the April 27, 2016 Commission meeting at 6 p.m.
4. CTSA Reports:
Ms. Williams had the following announcements:
- Both the IVT Ride – El Centro and IVT MedTrans contracts will be on the Commission agenda for approval. If approved there will be announcements regarding public outreach efforts for both services. Effective start date is July 1, 2016 for both IVT Ride – El Centro and IVT MedTrans.
- Wi-Fi services have been installed in the 40 ft. IVT buses. There will be a notice on all the buses. Upon accessing the internet, the service will take you directly to the IVT website.
Mr. Salgado had the following announcements:
- ICTC staff presented to Imperial County Behavioral Health during their quarterly meeting.
- Staff attended CalAct in La Jolla. Mr. Salgado stated that it’s important to stay abreast of what other agencies are doing.
Mr. Gonzalez had the following announcements:
- A presentation will be made at the Food, Education, Agriculture Solutions Together (FEAST) meeting on April 11, 2016 regarding ICTC’s role in access to food.
5. Transit Operator Reports:
- El Centro Dial-a-Ride: Nothing to report.
- Med-Express: Nothing to report.
- Imperial Valley Transit: Updates were given by Mr. Sanchez for the month of March
o Gold Line: 48 average passengers per day
o Sunday services: 358 passengers per Sunday
o Saturday services: 1,222 per Saturday
o IVC Express: An average of 34 passengers per trip in the morning and an average of 39 passengers in the evening.
o New Routes:
§ Holtville: 20 passengers (AM) 6 passengers (PM) for the month
§ El Centro to Brawley: 6 passengers for the month
§ Slab City: 5 per Thursday
- IVT Access: Updates were given by Ms. Pacheco for the month of March
o On time performance was 97%
o Passenger per revenue hour: 2.33
o Average passengers per day: 120
o No Shows: 129
o Late Cancellations: 6
o Wheelchairs: 920
o Passenger Count: 2,895
o Saturdays: 16 per Saturday
o Sundays: 16 per Sunday
- IVT Ride – Updates were given by Ms. Montemayor for the month of March

6. General Discussion
- Mr. Ceasar stated that a Veteran’s Resource Center is opening at IVC and a ribbon cutting will take place on April 20, 2016 at 12:30 p.m. The Captain of the NAF will be the keynote speaker.
- Mr. Hack stated that the People’s First Conference was great.
- Mr. Rebollar stated that he is working on the Senior Directory.
7. Adjournment
- The next meeting of the SSTAC will be on May 4, 2016 at 10:00 a.m.
