The following action minutes are listed as they were acted upon by the Imperial County Transportation Commission and as listed on the agenda for the meeting held Wednesday, May 25, 2022, together with staff reports and related documents attached thereto and incorporated therein by reference.

I.                    CALL TO ORDER AND ROLL CALL 

Vice-Chair Nava-Froelich called the Commission meeting to order at 6:05 p.m. Roll call was taken, and a quorum was present.

II.                  ACTION CALENDAR

A.                  Adopt resolution authorizing remote teleconference meetings in accordance with Assembly Bill 361

1.            Approved the resolution of the Imperial County Transportation Commission authorizing remote meetings in accordance with the provisions of the State Assembly Bill (AB) 361.

2.            Authorized the Chairperson to sign the resolution.

A motion was made by Amparano and seconded by Viegas-Walker, roll call:                                                         

                                Motion Carried.

III.                 EMERGENCY ITEMS

Commissioner Viegas-Walker requested to bring forward emergency item. Ms. Viegas-Walker made a motion to take action on the reorganization of the chair and vice chair positions for the Commission.  The reason for the request, information became available after the posting of the agenda and is predicated on action being taken the same evening by the City of Calexico at their council meeting. Mr. Amparano seconded the motion. Roll call vote:

Ms. Viegas-Walker asked counsel if that was enough to pass the motion. Mr. Havens stated that 8 votes was greater than the two thirds of the legislative body. Motion Carried.

Ms. Viegas-Walker made a motion to appoint Vice-Chair Maria Nava-Froelich as the Chair of the Commission effective immediately, and for our meeting in June she requested that we properly add the appointment of the Vice-Chair position to the agenda. Mr. Amparano seconded the motion. Roll call vote:

A motion was made by Viegas-Walker and seconded by Amparano to approve the consent calendar as presented, roll call:

VI.                REPORTS

A.                  ICTC Executive Director

⁻          Updates were provided by Mr. Aguirre and Ms. Mendoza. All updates are on the Executive Director report on page 21 of the agenda.  

B.                  Southern California Association of Governments (SCAG)

-          Updates were provided by Mr. Salgado. All updates are on the SCAG report on page 32 of the agenda.

C.                  California Department of Transportation (Caltrans)- District 11   

-          Updates were provided by Ms. Fox. All updates are on the Caltrans report on page 36 of the agenda.

D.                  Commission Member Reports

-          There were none.  

VII.              ACTION CALENDER

A.                  FY 2022-23 Seventh Revision to Memorandum of Understanding (MOU); ICTC - Quechan Indian Tribe - Yuma County Intergovernmental Public Transit Authority (YCIPTA) for Turquoise Route #10 and Blue Route #5

The Management Committee met on May 11, 2022 and forwarded this item to the Commission for their review and approval after public comment, if any:

1.                   Authorized the Chairperson to sign the Seventh Extension to the Memorandum of Understanding (MOU) between the Yuma County Intergovernmental Public Transportation Authority (YCIPTA), The Imperial County Transportation Commission (ICTC) and the Quechan Indian Tribe for the continued implementation and operation of a regional connector bus service (YCAT Turquoise #10) between Yuma AZ, Winterhaven and El Centro, California; and, a circulator route from Yuma with stops in the eastern Imperial County area (YCAT Blue #5) effective July 1, 2022 through June 30, 2023 and provide a not to exceed subsidy to the Quechan Tribe and YCIPTA in an amount of $175,221.33.

A motion was made by Viegas-Walker and seconded by Amparano, roll call:

B.                   Unmet Transit Needs Public Hearing Process - Fiscal Year 2022-23

The Management Committee met on April 11, 2022 and forwarded this item to the Commission for their review and approval after public comment, if any:

1.                   Adopt the FY 2022-23 “Findings” and the prioritized 2022 ICTC Unmet Transit Needs List as presented or amended.

2.                   Authorize the Chairman to sign the attached resolution.

3.                   Direct staff to forward the FY 2022-23 “Findings”, and all other public hearing documentation and resolution to the State Department of Transportation.

A.                  The next meeting will be on June 22, 2022, at 6:00 p.m. at the ICTC Offices, 1503 N. Imperial Ave., Suite 104, El Centro, CA 92243 and via Zoom Meeting.
