The following action minutes are listed as they were acted upon by the Imperial County Transportation Commission and as listed on the agenda for the meeting held Wednesday, February 28, 2018 together with staff reports and related documents attached thereto and incorporated therein by reference.
I. CALL TO ORDER AND ROLL CALL
Chair Plancarte called the Commission meeting to order at 6:11 p.m. Roll call was taken and a quorum was present.

IV. CONSENT CALENDAR
A. Approval and ratification of all actions on the Commission Draft Minutes: January 24, 2018
B. ICTC Management Committee Draft Minutes: February 14, 2018

A motion was made by Viegas-Walker and seconded by Hodge to approve consent items A through C, Motion carried unanimously.
V. REPORTS
A. ICTC Executive Director
Mr. Baza and staff had the following announcements:
- Mr. Baza announced please the Save the Date for the Imperial Valley General Assembly and Economic Summit for May 30-31, 2018. Juan Vargas will be in attendance. Mr. Vargas is also supporting us in the West Port of Entry Border Patrol Project.
- Office Technician recruitment is underway for the Regional Mobility Management Program at ICTC. Deadline is March 9, 2018.
- Mr. Aguirre stated the update on the 2018 ICTC Bus Stop Bench & Shelter Inventory. Another meeting will be held to invite agencies. The project is near completion and all member agencies had a chance to voice their opinion. The documentation should be ready by April/May, there was (2) proposals for the Southern Border Broadband Consortium and (10) proposals for the Brawley Transit Corridor Brownfield Assessment. The oral interviews are completed.
B. Southern California Association of Governments (SCAG)
Mr. Salgado had the following announcements:
- A “save the date” was announced for SCAG President and Executive Team Luncheon and Imperial Valley Tour on Friday, March 30th, 2018. We are finalizing details and will provide information as it’s made available. Currently the tentative schedule is to have a morning tour concluding with a luncheon at the new SCAG/ICTC offices.
- A ‘save the date” was announced for this year’s 2018 Regional Conference and General Assembly at the Renaissance Esmeralda Indian Wells Resort and Spa in Indian Wells on May 3rd and 4th, 2018.
C. California Department of Transportation (Caltrans)
Mr. Binns provided Caltrans updates.
- Secretary Kelley and Malcomb Daughtery have left Caltrans. Laurie Berman has been appointed as statewide Director. Ryan Chamberline is the acting Deputy Director.
- SR-98 Cesar Chavez Widening Project contract approval was received in January 2017, with construction on the $12.9 million project beginning in April 2017 and ending in Spring 2018.
- SR-86/Heber Pedestrian Improvements projects will construct sidewalks and a bus shelter. Construction on Phase 1 is complete. Design is complete for the remaining phases and should be in construction in early 2018.
- SR-111/Main street in Niland project will install a bus stop and shelter in an existing parking lot on the east side of the SR-111. The project has been approved and the contractor expects the manufacturing of the shelter to take two months.
- All American Canal Bridge/SR-186 public hearing was held on February 21, 2018 at the County of Imperial Department of Publics Works office in El Centro, various topics were discussed.
- On the I-8 the guide sign will be moved and the changeable message sign will be lowered.
- Ms. Viegas–Walker commented on the landscaping of the SR86, El Centro was very appreciative of the Caltrans improvements.
- Mr. Baza expressed thanks to Caltrans for all the support on the SR-86 and the Border Patrol Checkpoint. Mr. Baza announced that there were 2 projects that received Statewide awards.
D. Commission Member Reports
- Mr. Nava addressed an accident occurred, that was an issue on West main street, heading east on highway 86 by the riverbank, a pedestrian was hit and flown by REACH to the hospital, people drive really fast. Mr. Binns stated will go back and take a look that area and report back to the Commission Board. The Brawley Community Foundation Press Conference will take place on March 1, 2018 from 4:30-6:30pm. Brawley Theatre will have a kickoff to improving downtown area. There will be a Mega-Mixer on March 29, 2018 at the Imperial Airport.
- Ms. Nava-Froelich invited to attend the 16th Annual Health Fair, 46 agencies have registered to attend and will be hosting lunch. ICTC will be there to promote also.
- Mr. Hodge stated the West Port of Entry had a temporary power line. An invitation to all that Calexico will have its 110th Anniversary on April 10-14, 2018.
- Ms. Viegas-Walker stated that on January 29, 2018 they were proposing bus routes from El Centro to San Diego. Mr. Baza appreciated the sharing of the information. SANDAG Border Committee Meeting Legistation struggles lately. SANDAG lost the Executive Director. Border Retreat SANDAG jurisdiction is improving. A summary of meetings to provide to Commission, so they can take to their council.
- Mr. Ritchie stated the Travel Center days away, Caltrans permit is expected this week.
- Mr. Predmore announced that they had a successful Carrot Festival.
- Mr. Plancarte ratified an agreement for the 211 service provider. The Unmet Needs Hearing in ability to transfer can be a great help. Mr. Baza stated that we need to do what is best cost for ICTC. Mr. Plancarte asked what form of payments. Mr. Baza stated that there may be a form of electronic payment. Romeo’s Car Wash on Highway 86 at railroad tracks they have asked, at a local level we may pass a resolution to support.
- Mr. Kelley stated that on Highway 86 entering from Riverside County there is no sign on side of road.
VI. ACTION CALENDAR
A. Imperial County Transportation Commission (ICTC) resolution for Federal Fiscal Year (FFY) 2018/2019 – 2023/2024 Federal Transportation Improvement Program
1. Mr. Baza stated that all Federal Aid funded projects.
A motion was made by Kelley and seconded by Nava, Motion carried unanimously.
B. Professional Maintenance Audit Reporting Services of the ICTC Transit Operations – IVT Maintenance Findings Report Audit
ICTC Management Committee met on December 13th and forwarded this item to the Commission for review and approval after public comment, if any:
1. Mr. Plancarte stated to do a pre-trip and a post-trip checklist and spare and check if vehicles are available. Mrs. Nava-Froelich stated that the (CHP) California Highway Patrol does annual inspections. We passed all inspections. Mrs. Viegas-Walker asked if ICTC can provide a reports that shows what is being addressed
A motion was made by Hodge and seconded by Predmore, Motion carried unanimously.
C. Memorandum of Understanding (MOU) between the Imperial County Transportation Commission (ICTC) and Imperial Valley Economic Development Corporation (IVEDC) – California Advanced Services Fund (CASF) Southern Border Broadband Consortium (SBBC)
Mrs. Viegas –Walker asked how was SBDC working with ICOE and their internet? Mr. Plancarte stated that the tablets were connected to a checkout system and the student s is able to check them out and only within the school vicinity.
A motion was made by Nava and seconded by Nava-Froelich, Motion carried unanimously.
D. FY 2017-2018 Overall Work Program, Regional Collaboration (RC) Budget Amendments #1
A motion was made by Nava-Froelich and seconded by Hodge, Motion carried unanimously.
Mrs. Viegas –Walker made a suggestion to review the mid-year financials and the mid-year performance review in March. Also the RFP’s for audit services for ICTC and LTA agencies.
IX. ADJOURNMENT / NEXT MEETING DATE AND PLACE
A. The next meeting of the Imperial County Transportation Commission will be held on Wednesday, March 28, 2018 at 6:00 p.m., at the County of Imperial Board Chambers, at 940 W. Main Street, El Centro, CA.
