The following action minutes are listed as they were acted upon by the Imperial County Transportation Commission and as listed on the agenda for the meeting held Wednesday June 28, 2017 together with staff reports and related documents attached thereto and incorporated therein by reference.
I. CALL TO ORDER AND ROLL CALL
Chair Nava-Froelich called the Commission meeting to order at 6:18 p.m. Roll call was taken and a quorum was present.

C. Extensions of Contract for the Coordination of Public Dial-a-Ride Paratransit Services-IVT Ride Outreach, Branding and Marketing Page 20
The ICTC Management Committee met on July 20, 2017 and forwards this item to the Commission for review and approval after public comment. If any:
1. Authorize the Chairman to sign the amendment extension for one year, FY 2017-18, for the continuation of the IVT Ride Public Outreach, Branding and Marketing Consultant Agreement with the firm of Spectrum Advertising, for the not to exceed fee of #31,700, effective July 1, 2017 through June 30, 2018.
A motion was made by Hodge and seconded by Kelly to approve consent calendar, Motion carried unanimously.
VI. REPORTS
A. ICTC Executive Director
Mr. Baza had the following announcements:
- Mr. Baza stated the update to the 2011 Short Range Transit Plan (SRTP) Requests for Proposals. ICTC staff is developing a Request for Proposal (RFP) for release for September 1, 2017. The 86 Border Patrol checkpoints consensus with Border Patrol for the 2 lanes checkpoint is looking to cost about $1million. Mr. Baza stated that we will bring the LTA for approval in September.

B. Southern California Association of Governments (SCAG)
Mr. Salgado had the following announcements:
- SCAG 2017 Active Transportation Program (ATP) Supplemental Call for Projects. The Road Maintenance and Rehabilitation Account established through the adoption of Senate Bill1 (SB1) provide an additional $100 million a year starting in fiscal year 2017-18 for the California Active Transportation Program (ATP).
- SCAG will go dark in January to facilitate a move from the downtown office to a new facility.
- For resource membership agencies, SCAG has sent out an in the mail surveys please do so and respond. SCAG will form a committee for the surveys, that will. For any further assistance please contact David Salgado.
- SCAG “Go-Human” Campaign, a second round of “Go-Human” advertising is underway. If interested in sign please contact David Salgado.

C. California Department of Transportation (Caltrans)
Ms. Fox had the following updates:
- Segment 1, is near El Centro from 0.6 mile west of Anderholt Road overcrossing the 0.5 mile east of the East Highline Canal Bridge. Both westbound and eastbound 1-8 traffic are using the newly constructed freeway this project will be completed by August, approximately six months ahead of schedule.
- Segment 2, which is located 26 miles east of El Centro from 0.8 mile west of SR-98/I-8 separation to 0.6 mile east of the All American Canal. Construction began early March 2016. Both westbound and eastbound I-9 traffic are using the newly constructed freeway except for a small portion on westbound I-8 near the All American Canal. This project will be completed by the end of August, approximately one year ahead of schedule.
- Segment 3, near Winterhaven from 0.7 mile west of the SR-186/I-9 separation to 0.3 mile east of Fourth Avenue overcrossing. Construction began mid-March 2016 and is scheduled to be completed in early 2018. Traffic is reduced to one lane in each direction from the Agricultural Checkpoint to the Arizona state line.
- Segment 4, near El Centro from 0.6 mile west of I-8/SR-111 separation to 0.6 mile west of Anderholt Road overcrossing and from 0.5 mile east of the East Highline Canal Bridge to 0.8 mile west of I-8/SR-98 separation. This segment is scheduled to begin construction in July 2017.
- Segment 5, near Winterhaven from 0.7 mile west of Ogilby Road overcrossing to 0.7 west of the I-8/SR-186 seperation. This segment began construction the week of June 12, 2017.
- I-8 Dogwood Road interchange project is completed and all lanes are open to traffic Decorative fencing will be installed in fall 2017.
Phase 1 construction of the Caltrans El Centro Maintenance Station is complete. It was completed in July.
- Phase 2 is scheduled to be completed summer 2017.
- SR-98/Cesar Chavez Widening Project- Contract approval was received in January 2017, with construction on the $12.9 million project beginning in April 2017 and ending in Spring 2018.Utility work is complete.
- Beginning on Tuesday, July 18, 20170 the SR-98 closure from VV Williams Avenue to Cesar is currently under construction. Completion by January 2019.
- Senate Bill 10 New Grant Opportunities- The grant guideline is by September. There will be $25 million available statewide.
- Local Assistance- Inactive Projects, the cities of Brawley, El Centro and Holtville have projects soon to be flagged for inactivity. Get your invoices in for payment.
- Customer Service Survey- This pilot program supports a Caltrans Strategic Management Plan Goal of Organizational Excellence. HQ-Division of Local Assistance and District Offices will recognize employees who gave above and beyond.
- Mr. Baza gave kudos to Caltrans for their help on the 86 Checkpoints.

D. Commission Member Reports
- Mr. Nava stated he will attend a LAFCO meeting tomorrow.
- Mr. Cardenas thanks to LTA and cities on fixtures
- Mr. Predmore stated the 6th street Program moving along. A lot of work still to do. There were 6 new businesses opened in the city. Adding 2 new stores to the city.
- Mr. Richie thanks the Board of Supervisors and the Imperial Irrigation District for their help
VII. INFORMATION CALENDAR
A. Senate Bill 1 Program Updates
- Ms. Mendoza stated that the RMRA guidelines were approved, the requirements were budget amendments and project lists by October 2017. Also estimated revenues for 2017-2018 and 2018-2019. The first distribution would take place on January 2018 by the State Controller’s Office. Funds will go directly to agencies.
VIII. ACTION CALENDAR
A. Draft ICTC Overall Work Program (OWP) and Budget 2017-2018
Ms. Williams went over budget.
Ms. Nava questioned about the Niland route on Sundays.
Kathi stated to request in SRTP.
A motion was made by Amparano and seconded by Plancarte. Motion carried unanimously.
B. IVT Medtrans Budget Adjustment for 2016-17
A motion was made by Nava and seconded by Kelley. Motion carried unanimously.
C. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Government Code 54957)
Title: ICTC Executive Director
A motion was made by Nava and seconded by Richie, Motion carried unanimously.
NEXT MEETING DATE AND PLACE
A. The next meeting of the Imperial County Transportation Commission will be held on Wednesday, September 27, 2017 at 6:00 p.m., at the County of Imperial Board Chambers, at 940 W. Main Street, El Centro, CA.
