The following minutes are listed as they were acted upon by the Imperial County Transportation Commission Management Committee and as listed on the agenda for the meeting held Wednesday, September 8, 2021, together with staff reports and related documents attached thereto and incorporated therein by reference.

Chair Tyler Salcido called the meeting to order at 10:32 a.m., roll call was taken, and a quorum was present.

 IV.  CONSENT ITEMS

A motion was made by Wells seconded by Morita to approve the consent calendar as presented; Roll call was taken:

C. State of Good Repair Grant Program, FY 2021-22

1. Approve the attached resolution authorizing the Executive Director or his designee to take any actions necessary on behalf of the ICTC for the purposes of obtaining FY 2021-22 financial assistance, provided by the State of California Department of Transportation under the State of Good Repair Grant Program.

Mr. Baza provided an update from the report on page 25 of the agenda.

B.  Southern California Association of Governments (SCAG)

Mr. Salgado provided updates from the report on page 38 of the agenda.

VI.  ACTION CALENDAR

 A.  Appointment to the Southern California Regional Energy Network (SoCalREN) Advisory Committee

The SoCalREN Advisory Committee is currently made up of 15 local government representatives from different geographic regions of SoCalREN's diverse twelve-county territory. Imperial County is within the SoCalREN territory but does not currently have representation on the committee. All committee members are staff of either Council of Governments, cities, or counties with an interest in energy programs and opportunities. The Committee was formed to get input from local leaders to ensure SoCalREN is getting maximum benefit across all communities we serve. The Committee meets quarterly to provide advice, guidance, and support for SoCalREN's portfolio and reviews program performance, receives regulatory updates, and offers an opportunity for feedback and discussion on topics critical to the ongoing success of the SoCalREN.

Ms. Lujuana Medina from the SoCalREN provided a presentation with more details pertaining to the program.  It was the intent that a member of the Management Committee would appoint a representative from their agency to represent Imperial County on the SoCalREN Advisory Committee, after public comment if any. After further discussion, the committee agreed to pursue an appointment from the Imperial Irrigation District, however further discussion with management would require that the appointment would be formally made to the commission later in September.

No action was taken at this time.

B.  Coordinated Public Transit – Human Services Transportation Plan Update – Adoption

It was requested that the ICTC Management Committee forward this item to the ICTC Commission for their review and approval, after public comment if any. 

1.  Adopt the Coordinated Public Transit – Human Services Transportation Plan for September 2021

2.   Direct Staff to forward the Coordinated Public Transit – Human Services Transportation Plan to Caltrans as required.

A motion was made by Morita seconded by Medina. Roll call was taken:

C.  Calexico East Port of Entry Bridge Expansion Project – Material Testing – Acceptance Testing Contract Award – Atlas Technical Consultants, LLC (Atlas)

It was requested that the ICTC Management Committee forward this item to the ICTC Commission for their review and approval, after public comment if any. 

1.  Approve the award of the Agreement for the Calexico East Port of Entry Bridge Expansion Project – Material Testing – Acceptance Testing Services to Atlas in the amount of $300,648.20.

2.  Authorize the Chairperson to sign the agreement.

A motion was made by Salcido seconded by Colio-Warren. Roll call was taken:

D.  Calexico East Port of Entry Bridge Expansion Project – Material Testing – Independent Assurance Program Services Contract Award – Sierra Material Testing and Inspection (Sierra)

It was requested that the ICTC Management Committee forward this item to the ICTC Commission for their review and approval, after public comment if any. 

1.  Approve the award of the Agreement for the Calexico East Port of Entry Bridge Expansion Project – Material Testing – Independent Assurance Program Services to Sierra Material Testing and Inspection in the amount of $257,035.00.

2.  Authorize the Chairperson to sign the agreement.

A motion was made by Rouhotas seconded by Wells. Roll call was taken:

 E.  Motor Vehicle Network Contract Agreement, Imperial Valley Resource Management Agency

It was requested that the ICTC Management Committee forward this item to the IVRMA Board for review and approval after public comment, if any:

1.  Approval to renew the Contract with the Motor Vehicle Network (MVN) for the period of 12 months at the monthly rate of $900.00 and continue advertising, in English and Spanish, at the local Department of Motor Vehicles in the Cities of Brawley and El Centro.

A motion was made by Wells seconded by Morita. Roll call was taken:

F.  Richard W. McManus Lease Agreement, Imperial Valley Resource Management Agency

It is requested that the ICTC Management Committee forward this item to the IVRMA Board for review and approval after public comment, if any:

1.  Approve the 2-year with an additional 1-year option Lease Agreement with Richard W. McManus Living Trust (Landlord) at the location of, 300 S. Imperial Avenue, Suite 6, El Centro, California beginning November 1, 2021, through October 31, 2024, with a monthly installment of $975.00 due on the first day of each month. 

2.  Authorize the Executive Director or his designee to sign the lease agreement.

A motion was made by Medina seconded by Salcido. Roll call was taken:
