The following minutes are listed as they were acted upon by the Imperial County Transportation Commission Management Committee and as listed on the agenda for the meeting held Wednesday, July 14, 2021, together with staff reports and related documents attached thereto and incorporated therein by reference.
I. CALL TO ORDER AND ROLL CALL
Vice-Chair Nick Wells began the meeting at 10:35 a.m. without a quorum and moved directly to the reports section of the agenda. At 10:44 a.m. called the Committee meeting to order where roll call was taken, and a quorum was present.

V. REPORTS
A. ICTC Executive Director
⁻ Mr. Baza provided an update from the report on page 23 of the agenda.
⁻ Mr. Baza informed the Committee that the FY 2021/2022 Overall Work Program and Budget Executive Summary was attached to the agenda and that a full document would be available by the end of July.
⁻ The Imperial County Transportation Commission is undertaking a Regional Active Transportation Plan (ATP) to improve access, mobility, and safety for non-motorized modes of travel, including walking, bicycling, and riding transit. The Regional ATP is grant funded by the Southern California Association of Governments (SCAG). ICTC staff kicked off this project in April 2021 and has conducted two (2) Technical Advisory Committee meetings with City, County, SCAG, and Caltrans staff to start data gathering and early outreach efforts. A dedicated project page has been developed for the project: https://ictcatpktuagis.hub.arcgis.com/. More information regarding public workshops is on the report on page 23.
B. Southern California Association of Governments (SCAG)
⁻ Mr. Salgado provided updates from the report on page 50 of the agenda.
o SCAG will be hosting a Toolbox Tuesday: Cal Adapt’s Local Climate Change Snapshot Tool on Tuesday, July 27, 2021, from 10:00 a.m.- 11:30 a.m. The Local Climate Change Snapshot Tool can be used by local jurisdictions to develop climate change and resilience plans, projects, and programs. The training will provide an in-depth demonstration of the tool and its indicators, showcasing different features. Please contact David Salgado with any questions.
o SCAG’s Go Human Traffic Safety Peer Exchange is open to register for a free virtual series designed to bring together practitioners from the six-county region to explore topics like equity, reimaging community safety, and community engagement.
C. Caltrans Department of Transportation – District 11
- Mr. Reyes provided updates from the report on page 57 of the agenda.
o The I-8 Imperial Avenue Interchange concrete pour was completed as mentioned in the previous meeting.
o The SR-98 Widening Project was delayed due to active bird nest however a follow-up survey held on 06/21/21 found some remaining active nest but cleared major construction activities to begin in August.

VI. ACTION CALENDAR
A. Calexico East Port of Entry Bridge Expansion Project – Construction Management/ Resident Engineering Contract Award.
Mr. Aguirre informed the Committee the U.S. Department of Transportation awarded the Imperial County Transportation Committee (ICTC) with a 2018 Better Utilizing Investment to Leverage Development (BUILD) grant in the amount of $20 million for the Calexico East Port of Entry Bridge Expansion project.
The procurement process consisted of a single phased Request for Proposals (RFP) approach. The RFP was released on April 5, 2021. Four (4) firms responded to the RFP. An evaluation team comprised of representatives from Caltrans, General Services Administration (GSA). Imperial Irrigation District (IID) and the Imperial County Transportation Committee (ICTC) participated in the evaluation of the proposals. A qualification-based evaluation approach was utilized for the evaluation of the proposals. The evaluation team unanimously ranked Jacobs as the highest-ranking firm. ICTC proceeded to request a formal cost estimate to complete the required services. Jacobs submitted the proposed cost of $2,956,457.81.
Jacobs has intensive experience working with similar type bridge improvement projects. The Jacobs team is professionally qualified and will be able to assist ICTC with the various construction management/resident engineering tasks. Jacobs will utilize the services of a DBE located in the Imperial Valley area to assist with various required services.
The ICTC Management Committee forwarded this item to the Commission for their review and approval, after public comment if any.
1. Approve the award of the Agreement for the Calexico East Port of Entry Bridge Expansion Project Construction Management/Resident Engineering Services to Jacobs in the amount of $2,956,457.81.
2. Authorize the Chairperson to sign the agreement.

B. Calexico Intermodal Transportation Center (ITC) Architectural and Engineering Services- Change Order – Contract Amendment #2
Mr. Aguirre announced ICTC awarded the contract to Psomas, to assist with the development of the project improvement plans, specifications, contract documents, and some environmental documentation required to complete the preliminary engineering for the Calexico ITC project.
The initial agreement was approved by the commission in the amount $557,884.63. A change order was previously approved in the amount of $63,437.00 to complete numerous required environmental studies. The proposed change order submitted by Psomas is $62,288.48. ICTC reviewed the proposed scope and fee and found the proposed cost to be reasonable. The total revised contract would be $683,610.11. The proposed change order – contract amendment fee has been budged in the ICTC FY 21-22 Budget.
The ICTC Management Committee forwarded this item to the ICTC Commission for their review and approval, after public comment if any.
1. Approve the contract amendment to the Architectural and Engineering Consultant Agreement for the Calexico Intermodal Transportation Center with Psomas in the amount of $62,288.48 modifying the total contract value to $683,610.11.
2. Authorize the Chairperson to sign the contract amendment

VII. INFORMATION CALENDAR
A. U.S. Census Bureau 2021 – Imperial County Data Summit & Community data
Ms. Camacho presented at the City County Managers Association meeting held shortly after the Management Committee. Ms. Camacho announced many cities had a double digit increase which includes the Imperial Valley growing a little over 4% higher compared to 2010. The first kickoff workshop was held on July 14, 2021, hosted by the Census Legacies table, the U.S. Census Bureau, and the center for Social Innovation at UC Riverside, the event purpose was to empower community members through a series of live demonstrations and training on how easily access U.S Census data and tools directly on their official websites. The event was also an opportunity to establish a partnership with local U.S Census Bureau representatives that can answer questions, provide resources, as well as hear community feedback and ideas.
Ms. Camacho stated the next event with a total of five workshops being held will be on July 30, 2021, at 4:00 p.m. Ms. Lopez added the goal is to promote Regional Equity targeting the youth department and to receive their input. VIII. The Committee has agreed to go dark in the month of August and will resume meetings on September 8, 2021, at the ICTC Offices and via Zoom Meeting. The Committee expressed interest in beginning in person meetings. This will be possible upon further discussion and preparation.
